Debian 9. Proftpd and vsFTPd. Why can the user rename and delete root folders/files?

For some reason, I see the same problem on both servers: I create a folder in the user directory. Owner/Group root:root. Only the owner has write permissions.
But at the same time, the user can rename and delete the directory.
Tell me, what is it connected with? Thank you.

Of course it can. To delete or rename an item in a directory (be it a file or a subdirectory), you need write permissions to the directory itself, i.e. in this case, to write to the user's directory
