Deal with Open Software License version 3.0?

Good afternoon. We are developing a project using CodeIgniter, the question arose about a license. They switched to Open Software License version 3.0 and now I can't figure out what we are allowed to do.
1. When using CI as a framework for a web application, what are the restrictions
2. Do we have the right to create a commercial product because of this license, and if so, what are the actions
