DB with notification to user?

Hello!
I want to fasten the database with a notification for the user, the essence is this ..

There is an Excel file in which people who receive a certificate have been entered for three years.
The document itself is divided into sheets - months. In a month - ~ 120 people, I write to represent the volumes.

There is a column - the date of receipt of the certificate ( date_x .)

So, what needs to be done:
After a year has passed from date_x , the user should receive a notification, they say, it's time to call a potential client.

Actually, now I'm thinking of stuffing it all into Bitrix, into "Tasks" using import from CVS.

But at first I thought to write here, maybe someone has come across a similar whim and someone has a better solution?
