What if you need to write a shell to work with a 1.5GB database without using the Internet under Windows Mobile / Android?
Maybe there are SQL-like solutions for these platforms?

Hmm ... SQLite seems to be available under Linux (maybe it will be possible to run it on android) and it seems to be in the source codes (i.e. there is a chance to recompile under what you need with a certain amount of hemorrhoids).
