Database licensing. Processor price?

I am currently studying the level of corporate databases, such editions as SQL Server Enterprise, SQL Server Datacentere, Oracle Database 11g. They are quite expensive. In this case, the price is set for "one processor". Can you please tell me what this means, are we talking about logical processors? How does this relate to virtual servers. At Oracle, the price and what is meant by a processor depends on the “edition” for Standard Edition and Standard Edition One - this is a socket (there is a limit on the number of sockets). For the Enterprise version, the sum of processor cores multiplied by the coefficient is different for different platforms ... briefly described in Russian: #1 and #2 , in English from the help of the online store. But for extra options like partitioning, you have to pay extra separately. In addition, technical support must be purchased and the OS on the server will also have to be bought officially supported (there is a list of supported OS). In general, the pricing there is confusing and if you really have something to ask, it is better to talk with distributors, for example, with the same Force or RDTech from the first links.
