Recommend books devoted to designing relational databases, preferably an entry-level level.
More interested in the Oracle DBMS, although, as I understand it, the design principles for any relational database will be similar.

Thomas Connolly, Carolyn Begg - Databases. Design, implementation and support. Theory and practice.
I highly recommend reading A. D. Homonenko, V. M. Tsygankov, M. G. Maltsev — Databases. Textbook for universities.
For a year and a half of teaching database theory, I was convinced that this is the best textbook on database design. Is on the network.
