Data on crimes in Russia suitable for machine analysis

I don't know if this exists, but I would like a dataset like this

Alas, there are no such data in Russia. There is not even open data with municipal statistics - unfortunately, the Russian Ministry of Internal Affairs is struggling to disclose any information about crimes, even aggregated.
The Prosecutor's Office of the Russian Federation is now introducing a system for recording crimes where, theoretically, there should be information about each of them, but even in this case they will not disclose anything without approval at the level of at least the President.
We (NP "Information Culture") are trying to "break through" the disclosure of these data - I voiced this problem at a meeting with D. Medvedev on open data in February 2013, several times the issue was raised at meetings with representatives of the Russian Ministry of Internal Affairs within the framework of the Open Government. But, to be honest, so far the process is going very hard.

the Chicago example is a precedent and should not be regarded as universally accepted practice. The City Council has adopted a pilot program to apply BigData there. By observing the statistics of light bulbs burning out, citizens complaining about the poor performance of garbage collection, they predict in advance, for example, where the next time there will be an outbreak of rats, etc.
