Custom android assembly for an elderly person?

Available: an 84-year-old grandmother who does a good job with a test android smartphone, but with reservations. It became clear that it was necessary to protect her as much as possible from the possibility of breaking something and doing it wrong. The problem is that I'm far away from her and can't come often. At the same time, there are my parents who need to be provided with contact with her abroad. I need to provide the ability to receive calls and make calls to a pre-clear list of numbers via whatsapp using 3g / lte. Those are some kind of custom assembly in which all services are disabled (including receiving SMS, Wi-Fi, etc.) except for unlocking, followed by a large interface for selecting pre-filled recipients for calling via whatsapp without the possibility of changing this list. Ideally, if I can remotely administer it, but this is already nice to have. Is there something similar out of the box? Where to look? Can someone help with installing / modifying such an assembly for money and where to go with it?
