Curl library not working on mac os x 10.11?

installed os x server
in php.ini activated cURL module
in info shows that everything is connected and working.
while CMS Moguta says that the CURL library is not connected, but everything is connected!
what could be the problem, help, 2 days I can not find an answer

Are you sure that the same config is used for php-cli and php? I am not familiar with this tsms, but if you give more information, for example, what error the tsms throws out, it might become clearer
