Cunning PDF generation. How?

We have 15 questionnaires in the form of PDF from different companies. Clients come to us and give their data, which the operators write down in 15 questionnaires themselves, and then send them to different companies.
To reduce costs, I would like to simplify the process. Those. so that one operator girl could fill out some form according to the client’s words, this form flew to the server, he took all these 15 PDFs, filled them out and sent them in a batch for printing.
There was a problem with filling in PDF, because almost all of them are not adapted to filling, or there are problems with encoding or something has fallen off somewhere, in general, everything is not easy with them.
An idea arose, why not make Excel instead of PDF, make a copy of the PDF in it, and then just programmatically fill in the Excel file. Yes, we tried, but it did not work out, there were also different problems.
Now we are considering the option for some person to make up a regular HTML page from PDF, which we would programmatically fill in.
But the question is: is this the only option? Maybe something else can come up?

There is also https://www.pdflabs.com/tools/pdftk-server/ - judging by the documentation, there is form filling there. But as far as I'm aware, the pdf needs to be specially prepared for filling out forms. Well, I don’t really know about the possibility of this in the free version.
As for me, I would do it through the generation of html-> pdf, but this is my opinion without taking into account all the specific conditions for your problem.

And if you do everything in Word, and then "Save as PDF", will it not work? It seems so much more convenient.
