CSS not working on website?

Hello, I have two PCs. The first stationary is at home on it, I fulfill orders. The second laptop, I test sites on it when I travel. Both PCs have the same version of OpenServer (all settings are the same). And what's the problem at home, everything works fine for me, but on my laptop, CSS does not want to load. Or rather, it is loaded via F12 shows the files, but does not display them. What is the problem?

Actually there can be many reasons.

Most likely, some programs or settings are missing on the laptop.
