CSS not loading. What is the problem?

Hello, I need your help. Why on this site www.chergas.ck.ua does not sometimes want to load css. Website on joomla or something wrong with the server settings.

Apparently the load is large or the server - g..no. But I would first fix the errors in the console.

As an option, a router, bad internet. Is the file lost in different situations or only at one workplace?
I would also merge the files and compress. You have a bunch of styles there.
