What is a text editor, ide or add-ons for HTML / CSS cross-browser compatibility, more precisely, when I enter a tag or css property, it should be shown next to which browsers support this property?

Not many properties with little support, you can check each one here caniuse.com . Over time, remember everything.
UPD: There is a plugin for sublime timkl.xyz/sublime-text-caniuse - it also takes information from caniuse.com
