Cron or php artisan queue:listen?

Not entirely clear. Tasks keep getting in the queue. For example, from registering or adding new materials. Shipment is made by the php artisan queue:listen
command It is not clear to me. It needs to be run once and continuously after a server reboot. Or is this command put in cron?
