Criteria for transferring posts to "I'm PR" and similar hubs?

Yesterday I wrote a post about a toy for programmers Robozzle.
The post was placed in the "Abnormal Programming" hub. The readers of the hub liked the post, began to gain votes, quickly ended up on the main page, in the “Best of 24 Hours”. After that, one of the moderators moved it to the “I'm PR” hub.
I tried to argue, explained that, firstly, the toy is not commercial (this is a hobby project of one of the Microsoft employees), secondly, that I have nothing to do with its creators and do not promote in any way, and thirdly, that it is ideal to the topic of the hub in which it was originally placed. I tried to give examples of numerous posts about the next releases of the Humble Bundle, where there is nothing but advertising for toys and which, nevertheless, are quietly placed in thematic hubs. I give the answer verbatim:
Different things, don't compare Humble Bundle and Steam with games like this one and related sites.
Get a sane answer to the question "Why not?" I did not succeed.
Since I am going to continue to publish articles on Habré and it is possible to mention certain sites and software products in them, I would still like to understand the criteria for moving a post to the dark corners of Habr, like this “I am promoting” hub.
My own considerations look very unattractive, I hope that they will be refuted. Habrahabr is a site with high traffic. A topic that gets on the main page automatically gains a large number of views. Habr employees do not want to provide an advertising platform for free, but since this is a resource about information technology, it is physically impossible to do without links at all. Therefore, if the resource already has great popularity, the article is not touched (well, it’s really ridiculous to perceive a link, say, on Steam or Humble as an advertisement for these resources), but if it’s something little known… I.e. you can write without the risk that the article will be moved only about those sites and programs that are already very popular. A bit strange for a "news" including a resource.
On the other hand, I have seen dozens of articles about little-known programs and games (including commercial ones), so perhaps the reason is simply the personal views / mood / hormonal background of this particular moderator.
In general, I wrote a lot of things. The question has already been asked - what are the criteria for moving a post far away from the audience to which it was originally addressed?

I fully support the indignation of the questioner. According to the logic of the moderator, articles about projects on kickstarter and articles about new online services for programmers should also be moved to “I'm PR”? But they don't do that.
Let's take a look at the rules

Habr is not a store. You can advertise goods, services, events, accounts, etc., post a link to your blog/website in your topics only in two cases: if the topic is located in the “I am promoting” hub, or in a corporate blog.

The article about Robozzle was not an advertisement for a product, service, event, or account. It contained no links to the author's blog/website .

I don’t like it myself, but in fact your question is not a question at all, but simply a desire to throw out your resentment. This is not constructive.
Well, if the question is asked seriously, then the answer to the question “what should I do?” sounds simple - nothing.

Do not be offended, but whatever we write here, the moderators (owners of the resource) will decide, so the question should be asked to them, IMHO.

I'm trying to identify a problem and get an answer to a simple question.
There will be no answer, only useless chatter. Why discuss publicly something that no one who came here knows. Moved and moved, what's the problem, "I'm promoting" ~ 90,000 subscribers. The post was deleted, no. Everybody's Free.
