I make faces for an online game. Are there any good programs like FaceGen?
It is necessary that:
1) A large amount of material for persons.
2) The ability to insert a hairstyle.
3) The cost is not more than $ 100
4) The ability to turn the face 30-60 degrees.
5) Possibility of convenient export.
(the last 2 points are desirable, not mandatory)

Under a hundred bucks, not sure what you'll find.
Here is for 300 - www.facegen.com/products.htm , pretty decent program. There is a free version to evaluate the quality.

You can try Poser Debut . I don’t know about this version, but it’s quite possible to do a full hairstyle.
Plus you can use Second Life. Despite the fact that it is not adapted for these purposes, the shape editor there is pretty good.
