Creating animated banners?

Until 2016, it was customary to create short animated web banners in regular Adobe Flash, what program today is designed for this to do something similar?

I understand today it is basically ONLY svg?

Are you sure that before 2016 and not before 2014, for example?
Seriously, at least they looked at the same list of Adobe products. Then they would have found Adobe Animate.
