Creating a QIWI 3ds payment?

Hello, I'm trying to create a payment through an HTTP library using API interaction. The problem is that qiwi is rejecting the payment with the message: Payment declined. Contact VISA QIWI Wallet support.
When executing the same request through the site, kiwi gives me the same message, although others can transfer from card to card through the site.
What could be the problem?
