CREATE LANGUAGE pltcl?

Trying to install pltcl for PostgreSQL 9.2 (W7 x64)
I get: ERROR: Loading library "C:/Program Files/PostgreSQL/9.2/lib/pltcl.dll" failed: The specified module could not be found.
Ok, I install ActiveTcl 8.5.12.0, nothing has changed, pltcl.dll was never found. Maybe I was looking in the wrong Google, but I also did not find where to download pltcl.dll separately.

Logically, there should be nothing like this in ActiveTcl - this is a PostrgreSQL module, it should either be bundled or assembled separately.
