Coursera website - what technologies are under the hood, alternatives?

Actually, being impressed by the next course (Algorithms I, Sedgwick), I again asked the question: “What prevents a single university in the Russian Federation from organizing training in a similar way?” With a reservation - for one specific course, by one teacher.
Those. the idea is to find a platform on which, with a minimum of costs, it would be possible to deploy most of the functionality of our favorite site, such as: the publication of tasks and automatic testing of solutions with grading (for a specific programming language), questionnaires, peer assignments, reminders of deadlines, various reference information on the topic, a forum with a more or less automatically generated structure according to the course content, restarting the entire economy once every half a year, a year, etc. Everything, except for the lectures themselves, which would be given in person.
In this regard, I ask for help from respected Habralyudey. What engine and related things are used in the Curse itself, and what solutions would you use if a similar task arose. Based on the requirement of "minimum effort for the first launch."
