Could you tell me software for creating animated Gif?

I am a layman in matters of such software.
Task:
For demonstration purposes, I would like to make lightweight tutorial "videos" on the user interface.
Is there any software for Windows (even if it is reasonably paid, within 1k rubles), which allows you to start capturing the screen using a key combination, add another "frame" every second and save the whole thing as an Animated Gif using a different key combination?
If there are color settings, the length of time between frame captures, specifying the screen area, capturing indication, then it would be super.

If I understand the question correctly, then LICEcap will suit you

The only thing that comes to mind is to convert the video recording to GIF and then correct it in Photoshop.
