Could it be that the Internet speed is limited in gaming services by the provider?

I connected the Internet from Dom ru in a new apartment, took the most expensive tariff for 500 Mbps. I bought a gigabit router HUAWEI WiFi WS5200.
I expected that I would fly, download weighty games in a couple of hours. On speed tests, everything is beautiful, of course. And Torrents really work as they should. There, the speed ranges from 15 to 20 mb / s. I went to steam, and there 7.7 mb / s. And it seems not bad, but with the old provider with a tariff of 100 Mbps, I downloaded faster, something around 9-10 Mbps. All Internet tips on Steam settings do not help, and, as I later realized, they could not help, since exactly the same thing happens in other gaming services, both in Origin and EGS.
I started to sin on the router, connected the cable directly to the laptop bypassing it - the result is the same. "Then it's the laptop" - I thought. But no, I checked it on another laptop, the same song is there.

I got into the settings of my personal account in the house. I tried to take a static ip instead of a dynamic ip, in the hope that this would help. It did not help, on the contrary, only with torrents it got worse, also 7.7 mb / s. Removed the static, everything became normal.
I called the provider, explained the situation to those specialists for a long time, to which I received an answer - this is Steam underestimating you, everything is in order with us. Maybe I'm doing something wrong? Connoisseurs, help me figure it out, please.

How many times has it been discussed and here it is again.
So the provider claims:
1. 500 Mbps from the end device and, as a rule, a computer, to its server
2. It can shape P2P clients
3. It can shape traffic that it does not understand (VPN SSH, etc.)
4. The connection speed may vary depending on from your neighbors
5. Speed ​​to other services is not guaranteed
6. The external link to the backbone provider can be very thin
All this translates into low speed.

If on torrents you get a speed that suits you, but not on Steam, the answer is obvious, Steam does not take it out. And the provider is not obliged to guarantee such a speed to you, you have UP TO 500 megabits in your tariff (at least 0.1)

Clarification - a tariff with a speed of UP TO 500 Mbps. That is, the speed of 500 Mbps, firstly, only (in the best case) to the output point from the provider's equipment (and usually to the provider's connection point), and secondly, it is not 500 Mbps, but UP TO 500 Mbps - that is, it floats depending on the channel load from zero to 500 Mbps. That is, the steam speed does not
depend on the speed between you and the provider, but on the speed between the provider and the steam server
