Customers in ecstasy. No need to make 3-4 different versions of the site. One design fits all (c).
But what about layout designers?
In fact, adaptive requires support for at least 3 resolutions. But the customer does not sleep, and requires layout for all possible and impossible permissions. (Yes, yes, from nokia3310 to FullSuperHD44K plasma).

If it is offered on a layout of 1200+ width, made without taking into account its adaptation to smaller resolutions, file an adaptive, then it is 2-3 times more expensive than the layout of the same layout without adaptive. The reasoning is simple: in addition to layout, you will also have to do the work of a designer, and adapting some elements is not a trivial task at all.
As a rule, such adaptation on the fly walks on crutches and carries much less value than a pre-designed adaptive interface. Unless you can roughly estimate that the conditional adaptive layout in this case is 1.5 times more expensive than the conditional non-adaptive one.
If the designer has done his job, and not just drawn pictures, attached layouts for several resolutions and understands what layout is, it is difficult to find some kind of coefficient. By experience, approximate labor costs are simply estimated.
PS I am talking about either hourly work or the price of the project based on a preliminary estimate of the expected time costs. The fact that some kind of layout costs 500 rubles for someone there for freelance - in general, it doesn’t matter. only hours*rate.
