Correspondence magistracy for moving to Germany - is it necessary?

Good afternoon.
I am 32 years old, a programmer with 10 years of experience. In 2009 he graduated from a provincial university, which has already managed to close. Now I decided to try to move to Germany, but I came across the fact that my diploma is not listed in the Anabin database, which creates difficulties for the visa.
Is it worth it to enroll in a master's program in Moscow in order to get a diploma verified in Germany?
What are the good correspondence and evening magistracy in Moscow, which would not only get a diploma, but also new knowledge. Preferably in the field of Big Data or Highload?
Is it possible to enroll in a master's program with a diploma that says "Qualification "Engineer ..." was awarded? Is this a specialist diploma, do I understand correctly?

What a point to graduate? If graduation related to IT - there will be no problem with visa (even with Blue card if an offer not less than 52k ). And even without special education it's possible to obtain a work permit if employer wants you.

You are wrong about Anabin. The presence of your diploma, or rather your specialty in the Anabin database means its AUTOMATIC recognition.
If it's not there, then it's no big deal. You work, so you can spend about 300 EUR on his recognition. In this case, you send (by regular mail or international courier) notarized copies of documents and wait for several months (the process is not fast).
The order is as follows:

2. Fill out the form: https://anabin.kmk.org/antragsformular.html ?L=1Most likely, you will receive a response by mail and an address where to send paper copies. They introduced this item quite recently. Previously, there was a paper Application form that had to be filled out in Acrobat and printed out.

4. After they arrive, they begin to study all the documents sent and compare them with those existing in Germany.

Another alternative:
You can get education for free at the University of Hagen (learning remotely) but in German or also remotely but for a fee in private universities in Germany (AKAD, Wilhem Büchner Hochschule, etc.).
However, to enter a master's program in Germany, you need confirmation that you have a bachelor's degree in a specialty (at least related), and for admission to a bachelor's degree, you need at least 2 years of a bachelor's degree in Russia.
I think that if your university has H+ or H++ in the anabine database, then I think that you don’t even need a master’s degree to move.
Are you sure that your university is not there? Sometimes you just need to search with different variations of names. Moreover, it can be written there in Latin very crookedly. Try emailing there and asking them.
You can, as another commentator described, try to recognize the university through another German organization :) It's cheaper than getting a new education.
Finally, you can simply go to a master's program in the Russian Federation (just make sure that the university is already recognized in Anabin) and
while you study there and work, learn German well at the same time and then go to work on a visa, with education, experience and German.
