Correct interpretation: SaaS or 2 applications client, client?

Hello, I have a question.
Suppose there are two applications, I will describe them:
1 - provides N-services and collects information about the interaction;
2 - displays the information received, from the first one, with the issuance of an analysis and has the ability to load content.
Provided that:
Annex 1 is a comprehensive solution for consumers of these services;
Annex 2 , a personal account for persons who provide services. With the ability to influence the application 1 ;
And one depends on the other.
Question:
Can the above be called a SaaS platform? If so, what would be the correct description?
