Cordova how to deploy app from background?

An application on cordova is launched in the background, I need to deploy it on some event inside the application, tell me how to do it preferably without plugins?

I have never seen an Android application deploy itself from the background. Either native or cordova. This is very bad when applications themselves climb onto the screen and interfere with working with another application. Most likely this option is blocked.
In general, this is reminiscent of writing a cryptolocker.
