Converting Coordinates to Okato Code

Maybe someone heard or have ideas. Actually, you need to determine the location of the user with the OKATO code based on his coordinates.

In OSMe, objects have KLADR numbers. If you find a table of correspondence between OKATO and KLADR, then you can bind through them.

What is missing between OKATO and coordinates? That's right - you need an address! Search in the direction of reverse geocoders. And OSM to help, of course.
