Consultant + strangely combined cells in Blank. How to cope?

The accounting department puzzled with forms. Who faced? Why are cells in Excel tables so strangely merged in the Consultant and what to do about it? Nothing really is copied or formatted.
And all the forms on the Internet are pulled from the Consultant and the same problem :(
