Consult with editing the code of android applications?

I want to edit the code of the standard android camera of my smartphone. From here, many questions arise.
1. Through what software can I do this on a Windows PC?
2. How does it even work? That is, how to import an application from Smart to PC for further editing? (APK or what?)
3. If my intention is to simply edit 1 line, I can do it right on smart without reinstalling the application. If so, where to look for the application config files or directly the application java files themselves? (root is).

Nowhere, no way. You have two options: look for the source code if the application is open source, or mess with decompiling and trying to rebuild everything as it was.
You can turn the first option, but if you could in the second, then this question would not exist.
