Constant noise on the microphone. How to fix?

I'm in the let's play industry, in 2018 I had a question about a microphone, because then I used some cheap stick from DNS. The sound quality needed to be improved.
At the same time, in mvideo, I purchased a Ritmix RDM-175 Black microphone. I disassembled the kit, I realized that the microphone has an XLR output, but the kit also comes with an adapter from XLR to a standard Jack 3.5. I connected the microphone, everything seems to be fine until I started working with sound.
The microphone is quite quiet, and when you increase the volume in Windows or any program, program noise appears.
I coped with grief, but the quality (cut down frequencies, tons of work to bring the sound to normal quality) left much to be desired.
I turned to the experts, they said "the microphone needs an additional voltage of 48 volts. You need a sound card or phantom power." I felt sad, but after a while I acquired Behringer u-phoria umc22 recommended by various independent experts. I connected everything and ... Nothing really changed. Only if earlier I added volume and noises appeared, now they disappear only if I set the microphone volume to 50 in the Windows settings. But the voice will be quiet, as if I am 3-4 meters away from the device.
I sat for several days and nights in various crushes, treatments, etc. And then, listening to the microphone, I heard the dialogue of the neighbors from the floor above. To say I was shocked is an understatement.
As it dawned on me later, these same noises are nothing more than the hum of my fairly quiet computer, which is under the table. I tried to fix it in some way, put the fabric on the computer so that it made less noise in the microphone area, rearranged the microphone, rotated it. In general, nothing helps. There is noise, and their frequency spectrum is very wide. Noise removal programs begin to spoil the quality of the voice, or simply do not completely remove noise.

I turn to you even more likely not with a request, but with a plea ... Please help!
What should be done? Maybe I didn’t set up something, maybe I didn’t finish something, or can I still regret the five thousand spent for nothing and look for a new recording device?
If so, I'd be happy for tips.

Obviously you have an omnidirectional microphone. Here he is. Its purpose is to capture all the sounds in the room.
You probably need a directional microphone so that it only picks up the sound of your voice, and not the fans under the table.
