Well, everything seems to be simple.
Take your cloud, get IMAP access there.
Take your local server, set up IMAP there (if not already)
Then take imapsync, and simply read the manual for it, transfer mail easily and naturally. You can use a list, you can use one box at a time, you can wrap everything in a script and do checks. Most importantly, it is a working tool and will easily complete your task.
Letters initial will not get to anywhere, and even after "transfer" of mailboxes.
In the cloud, set up forwarding copies of incoming and outgoing emails to a third-party mail server. The setting depends on which mail servers you are using.
