Console utility or script to create flv slideshow under Windows?

The task is to collect something decent in flv from photos and sound files.
But through the console or using a script to be able to use it in your script.
And under Windows.
Tried ffmpeg but can't say I like it. There are no beautiful transitions between images except for fade=in, fade=out; to assemble a video from a group of pictures, you have to turn each one separately into a video.
Interested in some universal solutions: gave images, sound, settings, received a video with a beautiful change of images. What do you suggest?
