Console not working in phpstorm/webstorm on windows?

The console does not work in phpstorm / webstorm, I can not enter anything, not a single command / letter. Who faced, on the Internet there is nothing about this. Program versions: phpstorm 9, webstorm 10.0.4 and on younger versions also did not work.

Suddenly, someone still does not work, then you need to click "Properties" on the console window and put a flag on "Use an outdated console" at the bottom. After that, restart the console in Webstorm\Phpstorm.
