Connection to ZKSPD FGBU FCT (technical support for the exam and all that)

Good day to all!

Dear habrosobshchestvo, I ask for help in solving the following issue:

Foreword

In accordance with the requirements of paragraph 5.1. Article 15 of the Law of the Russian Federation "On
Education" of July 10, 1992, as well as the requirements of Decree of the Government of the
Russian Federation of January 27, 2012 No 36 "On approval of the rules for the formation and
maintenance of the federal information system for ensuring the unified
state exam and the admission of citizens to educational institutions secondary
vocational education and educational institutions of higher vocational
education and regional information systems for ensuring the conduct of a unified
state exam "(hereinafter referred to as the Resolution, FIS USE and admission) educational
institutions of higher vocational education (hereinafter referred to as HPE) and educational
institutions of secondary vocational education (hereinafter referred to as SVE) are required to enter
information about the organization, progress and results of admission to educational institutions of
HPE and SVE into the FIS USE and admission.
The operator of the FIS USE and admission is the Federal State Budgetary
Institution "Federal Testing Center" (hereinafter - FGBU FCT). In accordance
with the requirements of paragraph 23 of the Decree, as well as the requirements of Federal Law No. 152-FZ
"On Personal Data", the FIS USE and reception is located in a secure corporate
data transmission network (hereinafter - ZKSPD) of the FGBU FCT.

At the USE forum , people are indignant and trying to solve these (and not only) issues, but there seem to be no obvious solutions.

Questions:

1) Are there free tools (with FSTEC and FSB certificates) for connecting according to scheme No. 1?

2) If not, what specific tools would you recommend to use and where can they be purchased?

Connection to the ZKSPD FGBU FCT is carried out on the basis of the "Technical conditions for
connection to the ZKSPD FGBU FCT" (hereinafter - TS), agreed by the FSTEC of Russia on February 01, 2012
.
This document contains recommendations for the implementation of the
requirements set forth in the TS in educational institutions of HPE and SVE. The choice of a specific scheme for the implementation of the
connection should be carried out by the educational institution independently.
For clarification of the provisions set forth in the TS, in this document, as well as for other
issues related to connecting to the ZKSPD FGBU FCT, please contact

FGBU FCT does not provide services for the distribution, sale and implementation of protective equipment
information (hereinafter referred to as CIPF) and means of cryptographic protection of information (hereinafter - CIPF).
These services are provided by specialized companies holding licenses for the
following types of activities:
Licenses of the Federal Security Service of Russia for:
 maintenance of encryption (cryptographic) means;
 distribution of encryption (cryptographic) means;
 provision of services in the field of information encryption.
License of the FSTEC of Russia for:

carrying out activities for the technical protection of confidential information.

According to the technical specifications, the technical means used for connection must be compatible
with the technology of virtual private networks used in ZKSPD FGBU FCT - VPN, implemented
based on products of the ViPNet family of InfoTeKS OJSC (www.infotecs.ru).

It seems to me optimal to ask to transfer all this to the fall ( in accordance with paragraph 20 of the RF PP No. 36 of 01/27/2012 ) :
specified in paragraphs 13 and 14 of these Rules, agree on the timing of entering information into the federal or regional information systems, respectively, with the Federal Service for Supervision in Education and Science or the executive authorities of the constituent entities of the Russian Federation.
