Connecting to DB with open server?

The question is asked by someone who has just embarked on the path to IT.
The bottom line is that they sent me data for connecting to the database and ftp as a test task.
I entered everything via ftp into filezilla, everything seems to be OK, it connects.
But, when I started to google on the database, some kind of canoe, manuals for remote connection. It seems there is, but I don’t rummage in this topic.
I would like brief instructions, or at least what program to use and how to set it up correctly.
