%COMSPEC% CD Why can't I go from the D: drive to the C: drive?

Why doesn't CD "C:/adb" work? What am I doing wrong or what am I missing?

you also need to write "D:" as a separate command to change the disk, even from the very first windows,
someone even reworked cmd to change the behavior.
in powershell it seems to have been redone
