Composer update error The "https://packagist.org/packages.json" file could not be downloaded?

Hello. I'm trying to run a composer update command with Laravel 5.4, but I get this error:

2 sites do not work in browsers: https://getcomposer.org/ and https://packagist.org/ , and all other sites work.
Because of this error, I can't update the project.
I noticed that when you turn on VPN in Opera, sites are loaded.
Everything worked before, tell me, what could be the problem?
