Composer how to create a symlink?

Hello everyone, how do I make Composer look in the folder first and install the symlink in the vendor folder. And if the package is not found in the folder, then did you already look for it in the vcs repository?
Why do I need this: there is a project on symfony 4, I develop bundle in parallel. But the project is built automatically through jenkins. That is, on a dev machine there is always a folder with actual bundles. And on a combat vehicle, I would like it to take packages from the repository. So that there is no conflict.
