Compiling html files in one VS studio?

For example, there is a project with 10 pages on html, each of course has the same header and footer. You want to edit individual elements in 1 place.

Is it possible in VS studio editor to compile html files as the same scss for example. maybe a plugin. In php, I remember through include, you can enter another file and the server will be fine.

I saw through gulp you can do it, but it's still difficult with it
