Under WP, there are really few high-quality bulletin board solutions. At one time (about a year ago, perhaps now something has changed) I did not find anything worthy. Everything had to be seriously tweaked. IMHO WP can initially be a good platform for creating a bulletin board (I don’t really know your requirements and scope), it’s really possible to create filters and registration on it. Will have to use: create Custom post types + for ACF (Advanced Custom Fields) filtering. Write your own plugin.
