Hello.
We want to order the development of a financial portal. There will be news, a blog and catalogs of offers (Bank cards, Loans, etc.).
What cms is better to order the development of such a portal? Or is it better to do it right away on some framework?

Everything that is more complicated and not more standard than a blog and a simple online store is best done on a framework)

Drupal, Wordpress - why not?
If necessary, you can develop modules for your own needs. Bonus - a lot of performers.
Doing on a framework is definitely more expensive.
I would recommend Laravel or Yii2
