CMS for a site with personal accounts?

Good day, dear developers!
In order:
- the user registers on the site, receives a login and password for
the personal account - edits information about himself in the personal account
- uploads photos (several, not just the avatar) and waits
- the site administrator, having entered his personal account, sees a new registration
- views photos uploaded by the user
- clicks "confirm"
- the user's personal account displays "confirmed"
- the main photo is published on the main page of the site, which is a link to other photos
Notes:
- Access to view other people's personal accounts is not needed (only uploaded = verified photos)
- The fact of the implementation of the registration (generated login-password to the mail, mail-invented password) - NOT IMPORTANT
Why did you apply:
I am familiar with the development, do not throw it into the search engines. Searched already.
Tell me cms + plugins or scripts on which this can be implemented without rebuilding the entire system.
I understand that it's easier to write in php from scratch, but I don't want to reinvent the wheel.
I took a closer look at the WP + WP Recall bundle, but not all of the plugin’s functionality is edited. There are unnecessary moments and there is no confirmation.
Please guide me to the right path.

Pretty strange question. You need to work with the CMS with which you are already familiar. For example, I would do on MODX.
