Club card program. Where to find and what to choose based on the functionality?

Good day to all. I have, gentlemen, the next need - to organize a system for accounting for club cards in our institution. The functionality is as follows:
2 barcode scanners. The first stands at the entrance, the second at the bar. Three types of cards. Gold, silver, regular. Gold - unlimited access to the institution, the maximum discount on the bar. Silver - unlimited access to a fixed period (monthly subscription), cumulative bar discount. Normal - cumulative discount for the bar. How it should work - there is a computer to which both barcode scanners are connected. It has software with a database that:
a) when scanning the card, it displays information about the owner (name, photo), information about the bar discount, information about the validity of the card, information about the last visit and the status - access is allowed, access is prohibited.
b) The software fixes the date and time of the passage. You can use the map once a day. When scanning in a bar, adds 1 point to the accumulation pool of this card. 1 point can be obtained 1 time per day. Those. card scanning simply captures the very fact of buying something in a bar that evening, and it doesn’t matter what and how much. with the accumulation of a certain number of points, the value of the discount on the card increases.
The question is actually in the software that would be able to do all of the above. The functionality is generally minimal, the connection of KKM is not required. There are not millions of clients, so a large database is also not particularly needed. Who will advise what? He himself went to dig Google. Thanks in advance for your advice!
