CLR20r3 error when running .exe file, what's the problem?

Wrote a simple WinForm program in VisualStudio, on my computer the exe file opens without problems. I made the required version of Net Framework 4. On other computers, Windows 7 does not open, writes "The program has stopped working." I checked that everyone has frameworks 4 and higher. The details are:
