City selection. How to avoid duplicate pages?

There is a website: domen.ru/ city / , where city is the selected city.
For each city, unique products, reviews, etc. are displayed.
But what to do with the pages "news", "delivery" and the like?
Where the content is completely or almost completely duplicated, only the title ("Delivery of socks Moscow", "Delivery of socks Yekaterinburg") and URL ("domen.ru/msk/ship", "domen.ru/ekb/ship" respectively) differ.
I would not want to use a 301 redirect, so as not to lose requests indicating the regions described above.
How can you avoid sanctions from search engines, and at the same time maintain efficiency?

so you have one domain, no?
well, that is, pages like domain.ru/city and domain.ru/news are pages of the second level of one domain
; make links to general news and delivery, and do not produce duplicates like domain.ru/msk/ship
