Cisco router deleted the image from flash, what should I do?

The task was to revive the router. Some smart guy deleted the system image from the bootflash.
Model Cisco ISR4321.
When turned on, the router does not find the file with the system, and then throws it into rommon.
First, I booted the image from the flash drive, it gave an error that the SHA-1 hash did not match. The image was taken both from the site and from a working router of the same model. In Google they say that you need to upgrade rommon, which I cannot do, since this item is performed in the terminal.
On some topics on the forum, it is advised to move the system file to bootflash, however, this is not possible in rommon (apparently castrated, where there are only a couple of commands), this is all possible only in the terminal.
As a result, a vicious circle: you need to go to the terminal to copy the system image from the USB flash drive to bootflash, but you can’t go to the terminal, since there is no system image.
