Cisco ISR 2901 transmission of SMB traffic gives a load of 90%, where to look for the cause?

Several VLANs have been raised on Cisco, the corresponding vlan interfaces are configured, in the normal state, the load on the CPU is from 7-15% of which 3-7% falls on interrupts.
When transferring traffic via the SMB protocol from one vlan to another, the load on the CPU grows to 90-95% on interrupts, when using SMB within the same vlan, everything is absolutely normal.
I would like to understand in which direction to dig.

Well, everything is logical. Inside one vlan, switching is done to EHWIC-4ESG-P, and between vlans, routing is done by 2901 itself, and its performance is not so hot at all

In your case it is most logical to install any L3 switch and route vlans with LAN on it.
