Linux is generally a dark forest, more precisely, development for it and even on a dotnet.
I don’t understand how to debug under Linux at all if you are sitting under Windows and writing a dotnet application. I don't understand at all...

Under Linux, only MONO works, it's not at all like Windows Forms or WPF. Cef sharp doesn't seem to have mono support. So it is hardly possible to use it in Linux development.
PS. for development under mono on Linux, use the Mono Develop IDE
