Choosing the optimal solution for a city bulletin board with a marketplace?

There was a goal to make a bulletin board for my urban-type settlement , since hanging around and looking for the right offers is not very convenient and time-consuming.
Plus, I’m also going to make an online store, but in order to sell goods, any user, a trading platform in general, and, accordingly, the administrator will have privileges to sell their goods, and earn a penny on this.
People, my head will explode soon, I can’t find a solution for this task, please tell me what can be used for a quick start, knowledge only of html and css
In general, MODX is closer to my liking, tell me a set of necessary snippetsfor project implementation. Namely, what store is needed for modex to be able to sell goods to users, and what to use for the bulletin board.

And how are you going to make a "city bulletin board with a trading platform" without knowledge, if you need to edit the logic of plugins, at least a little, then knowledge of css and html is not enough even close.
Despite the huge number of ready-made solutions in web development, in order to successfully integrate them, you need to have knowledge. Your knowledge is enough for typical tasks that the system solves out of the box. For the sake of an example, let's say you found a system for a marketplace, but it's not there - "the administrator will have privileges to sell his goods", and then your process will stop.
