Choosing a VPS for SteamCMD and a few scripts?

You need a server for SteamCMD (downloading mods) and a multi-threaded parser. You need to parse 10k-15k pages one day a week. Similarly with the launch of SteamCMD, after parsing, it will download and update mods. Later it is planned to install an API based on FastAPI.

Questions:
1. How do hosting companies treat such parsers? Is this acceptable in terms of company policy and licenses?
2. What kind of hardware is needed for such needs (CPU, RAM, HDD) and what price range should be considered?
3. The choice is in favor of Linux servers. If the hoster provides 10 GB of disk, does this volume DO NOT include the installed OS, or should the size of the installed distribution be subtracted from these 10 GB?
4. Payment is planned through PayPal. Prompt hosters for needs that do not require personal information or require it minimally. Hetzner, as far as I know, requires a copy of the passport, which I don't really like.

We subtract os, hetzner is an excellent server, I have been sitting for 5 years

Take the minimum VPS and check for your load, if you are not satisfied, go for the next one in terms of power. Some have hourly pay, took it for a day, then killed it, repeated it a week later. I use Linode, they have an hourly rate, but I haven't tried it, I don't know the nuances.
